You don't but there are handguns and receivers that you can buy, that are exempt from needing an HQL.True. I always forget about those with exemptions since I don’t have any.

Why would you renew an HQL if you’re exempt from the HQL?That option (HQL exempt) doest show, if renewing. I was hoping to renew with HQL exempt. Might let it expire then apply with the exempt.
The default should be if you have Wear and Carry you don't need the HQL.

I feel like I’m writing in clear English. Like I said, I’m still not sure why this is an issue, so I’m checking out.

For those that got an HQL, and then recently got a W&C permit, they are not eligable for a "free" HQL renewal. The Statute when written and passed back in 2013, only applies to a new HQL for anyone with a W&C permit, not renewals.
yeah I am in the same boat. this whole process, as well as the need to do it, sucks assI renewed my HQL on 8/28, paid the 20 bucks and got a receipt, but haven't seen anything yet about the renewal being processed. My expiration date still has 10/23 on their website.

Seems kinda dumb that I can walk in a gun store with a concealed pistol on my belt but have to "cool off" for a week before they allow my new purchase to come home with me.
