Where is Hogan on G&S reform????

    I don't get on here as much as I used to but I swear the message to all of us was that Hogan was on our side regarding reforming the "good & substantial" clause for concealed carry. Word was he would strike that clause after the general assembly finished up in year one. He would appoint a CC friendly State Police superintendent. We would have defacto shall-carry buy eliminating that G&S requirement and Hogan wouldn't need the general assembly to do it.

    So, where is it??? Have I missed anything? Has the Governor spoken about this? If he can do this without a GA vote why hasn't he done this? Was he just telling us what we wanted to hear, or is there a plan to do this at some point. I love this Governor but I am more than a little disappointed at the lack of movement on this issue :mad54:

    There was a riot. He got cancer. And then someone from the AG office got involved, and made up some reason why what we want cannot happen the way we wanted it to. ( that happened btw because some fools couldnt help but write dozens of letters asking about it)

    now he's appointed some new members to the handgun permit review board, that deals with appeals. 2 of the 3 new members seem to want to give owrmits to anyone with a clean background and any reason they can come up with. 1 existing member and 1 new member seem to want to uphold the status quo. The board is currently still short 1 member

    the handgun permit section has been required to follow a new sop, as part of an audit and i believe to fix many of our complaints over delays, non standard proceedures, and a laissez fair attitude. the commander of that section is being replaced this week. i dont believe thay any positive changes could possibly occur in the current quagmire that is the handgun permit section of msp. it needs a major overhaul of proceedure before they could deal with even a small increase in applicants.

    G&S cannot truly be gotten rid of without involvement of the legislature (or a very targeted lawsuit -- 3 have failed so far).

    Things are happening in the background. Nothing overt or obvious as of yet. There's a new commander of the MSP's licensing division and the handgun permit review board is being refreshed, as Jaybeez pointed out above. If you look up HPRB in the search tool, you can catch yourself up in that saga.

    Isn't it within the Governor's power to alter the definition of Good & Substantial and simply add "self defense"?

    I can't help but feel that Hogan was blowing the proverbial visible vapor up the proverbial anus during the election....

    IMO...

    He's putting pieces in place to minimize pushback, and smooth the process when it does happen.

    I got smacked for saying this before the Inaugural, but I firmly believe that, at soonest, we'll be looking at this time next year. More likely after session 2017, though.

    In any case, it will require smart pressure on the GA from the public, as well as finding ways to 'normalize' carry. The changes at the HPRB, and in MSP, are steps to that end, but more will be needed.

    It's happening, even though we don't see a lot of it. Plus, it's not really been a 'normal' first 9 months on office.

    no it isnt, according to the AAG. i dont agree but the opinion guides msp.

    This ^^^ is what I thought and still do to some degree. Hogan is not a true Conservative though he's by far more conservative than most of his predecessors in recent decades other then Ehrlich. The best way to politically describe Hogan is a right leaning Democrat.

    Who smacked you down??? Was it somebody that believed as soon as Hogan took office during his first session and appointing those in appointed positions that he'd change G&S before session ended??? Or was it some ******* like me that thinks along the lines of he'll try to do it IF he gets a second term, IF he tries at all???

    I get mailers asking to support his campaign. I'm not inclined unless he does something positive for the 2A. Anyone have an opinion on whether I should still support him financially.

    People who are/have been in the thick of it understand it can't happen quickly.

    Nothing to do with liking. The story continues to morph on and on. Those who suposedly got the inside track were first professing it was an appointment and stroke of a pen, job done. I don't give a sh1t how much is on your plate, that scenario is zero heavy lifting. Ah, but now that never happened, and we have a letter from Pallozi himself in conflict with all the fiction that was to be. So now the same Hogan sycophants relay the plan was different from the start! :lol2: I did not vote for Hogan on one issue, and will vote for him again regardless his 2A mealy stance if he can help the state financially. His 2A agenda I have no doubt serves us better than any Democrat he will face. Hogan repeatedly said he planned no change in established gun law. The rest of you want to parse it and compartmentalize it, he didn't mean carry. I think it speaks for itself.

    There is no magic fix for the decades of getting screwed over. Without laws being passed, there isn't much he can do. The new members of the review board are a step in the right direction. The new head of the licensing division may also be (time will tell). His policy changes in non-2a areas are also a positive. As things he does work, he can put more pressure on the GA to work with him on other things. Instead of complaining that he isn't doing enough for us, we need to look at getting more friendly bodies in Annapolis to help him.
