You need to remind yourself of the true reason behind all of these laws:
To make owning a gun in Maryland as difficult as possible. If they can discourage new shooters they will eventually win.
This is honestly the real danger. Not just the discouraging of new shooters, but the fact that every household that never owns a gun means youth who'll grow into adults that have never seen a gun.
They want that badly. They need a generation of young adults who've never been hunting or trap shooting with their dad/mom. Who've never shot at scout camp or the school rifle team.
They know that adults who've never seen/handled a gun = adults who don't know that guns aren't the boogeyman.
When Gertz Kuntzman rants about 9 billion round a second fully-semi-automatic thunder machines, they want a generation who have no factual reference to understand how full of shit he is.
Making marksmanship a lost art is a phase of their plan to make bearing arms a lost right.
