Well hopefully LT Hall clears this up or forwards it to someone knowledgeable there to handle. If not, I’ll just keep the conversion kit in VA until I get out of this screwed up city.
In their defense, I later added “DC MPD” to try to clarify after I realized others though I was referring to MD.

I made the same argument on the frame being the part that is registered. However I was told that the gun can only be registered in one caliber. So since I won’t have a registered 22, if I am ever caught with 22 ammo I would be breaking the law.
