      Replacement MD W&C card that never arrived by mail

      Yes. I got my replacement in less than 10 days. I left my wallet at a restaurant the day before Thanksgiving. I also had to submit a notarized statement and pay $20 for the replacement. It was approved almost immediately. Sounds like you are on the right path

      The parents should be held liable. This is dereliction of parental duty. My son is 16 and there is no way in hell I would even allow him to be out in the streets at 4am - and he knows I mean business.
