Maryland doesn't have a concealed carry permit. We have a permit to carry a handgun. It doesn't state open or concealed

The case won't. It's the make up of the bullet found in many steel cases the bi metal bullet make up can, not saying it will. Most damage to steel Target is via rifle ammuniton being bi metal. Lead mushroom and framents. Bimetal does not always do that

Dirtier, can't be reloaded, bimetal jacket usually can cause damage to steel Target, spark ingiting powder residue, or damage backstops

Seeing as there is no registration on long guns in 99% of the country I would lean to say you're fine as long as it's transferred to you under other/receiver

A lower does not become a rifle or pistol until the upper is attached. Make sure your FFL transfer it as a receiver/other and you're good to go either direction
