The best thing to do is probably to contact a DNR office. I was thinking of doing the same thing. As I understand it, as long as your neighbors aren't within either 150 or 300 yards (I forgot if they changed the bow hunting distance with the shotgun distance last year), then you should be good...
I've come across guys with beagles at Patuxent Park three or four times this year. A few times I ran into them on their way out. They were unsuccessful each time.
My advice: Go to Montgomery County. Seriously. Anywhere from 10-20 deer pass through my backyard daily. Big ones, small ones, males and females. It's unreal. They have absolutely no fear of humans either.
