It's always seemed ridiculous that suppressors need a tax stamp - most hearing protection doesn't. It's just misconceptions from movies. Not a lot of criminals like to pay tax stamps for a not-"hollywood-quiet" suppressor.
Just shoot one - plenty of them available to rent at local ranges. Shoot its competitors too. Buy what you like. Nothing wrong with them.
(see, I didn't even say anything about an unsupported chamber lol)
Then move. The inner harbor is always worse during the summer - nothing much special going on here. City life is different than non-city life - what else is new?
