      Not to mention that MSP can't just pull new regulations out of their collective.... There are specific laws regarding the adoption of agency regulations and it's pretty clear that at this point, MSP has not followed any of them. They are wingin it because they know that dealers are complying...

      Yeah, the problem with the petition is that it would have delayed everything, including the ability to file a lawsuit. The law would be difficult to challenge preemptively. Any suit stands a much better chance if a plaintiff can show actual infringement of his or her rights.
