You don't have to prove anything, the state does. If you have a receipt for purchase prior to 10/1, then it's practically impossible for them to prove that it wasn't completed before 10/1.

The build looks good, except the red dot IMHO. If you want a budget red dot that is of pretty good quality, check this out instead. PA makes some pretty good stuff for the money.

I do not believe this to be true. If you assemble the complete, barreled upper and then pin and weld the muzzle device then that may be a problem. However, pin and welding the muzzle device before assembly of the barrel to the upper should be fine. Just as you, IANAL.
It seems like you have answered your own question in your description. There is nothing wrong with any of the sights you listed. If you plan on an optic, I would recommend just staying with the MBUS.
If it were me, I would most definitely build the upper instead of buying one. Most likely i would base it off of an 18 inch SS threaded barrel with rifle length gas system. That is just my opinion.
