Yes, and rightly so. This empty chamber practice also seems to imply that DA revolvers - which always have a round in the cylinder/chamber - are inherently unsafe, which history has shown to be untrue.
A long time ago, when I was on the 4th Naval District pistol team, I won a bet by hitting an empty coke can at 100 yds, using the issued 1911 accurized by a Navy Marksmanship Unit. So, the pistol can do it; I probably could not do it today.

My grandson and I have been able to more or less consistently hit a 1 1/2 inch steel spinner at 100 yds using a CZ 455 Trainer w. 4X scope. The rifle is impressive.

1) There are no "jacketed" 22lr cartridges.
2) Ask the Mossad or Israeli sky marshal Mordecai Rachamim if the 22lr is effective against malefactors.
