What is the best way to correct some loads that are not up to spec. I mean how or what is the best way to take a loaded bullet apart? I have a kenetic puller but the though of smacking it on a hard surface just does not seem right to me.

I was just looking at the License page and there seems to have been a change. I thought that holders of vailid carry permits were exempt from training and fingerprinting and fees? The page does not list that as an option no:
