I suspect its just a logistics issue. One version that meets all the gun control requirements more stringent than what the standard configuration meets.
It is be more cost effective to only supply and manage two configurations than six (one for each state and then one for the free world)...

Both should be more then accurate enough even at 35-40 yrds for USPSA or IDPA needs. Buy your gun may have a preference.

In short, you need to be very familiar with the controls on your gun, have practiced (safely) drawing from a holster, and be willing to listen / follow range commands to the letter. Then you need to register for a match and attend any new shooter safety briefing given.
