The 8502 has already been out, on the MSP list as MD compliant, and could recently be had for around $500. Looks like the new version (8511) is a little more MD specific since it doesnt remove the flash hider and pin the stock like on the 8502.
Seems like the only ones available are pretty pricey- either for cap and ball or conversion cylinders. I'd just buy another whole ROA off of gunbroker unless the extra features of the classic ballistic cylinder make it more appealing.
Yes, Anderson builds rifles that are not Maryland compliant. If you get a lower you can build it in a number of legal configurations so lowers are good to go.

I tried a few of the blind sites there a few years ago. They seemed like nice setups and were fairly easy to get a reservation, but we never ended up firing a shot. It seemed like some better scouting could help find some birds at other sites, but since then I've been going elsewhere.
I believe in general cutts compensators reduce the value of an original shotgun and dont have much value themselves. I would say if that's not what you want go ahead and chop the barrel and you wont affect the value much, if any.
4473 gets filled out before the background check so that the FFL can verify the identity and correct responses to the list of questions. If they aren't right, then no background check happens and the transaction stops. That wouldn't match ATF requirements if background check was done in advance...
Yes, 4473 will still need to be done. The MSP run the NICS check with information from the 77r, but the 4473 still needs to be done at the dealer at the time of the application. That's one of the reasons you still need to make 2 trips to the dealer to buy a handgun.
