Ok, I have a friend that moved here in 1998 and now is looking to get back into buying some hand guns. His question is was he supposed to register any of his guns that he purchased in California? Now he needs the HQL and also needs to know if he needs the training? Since it's been way before 2013 I'm not sure how to answer him. Thanks for all input!

Way back in 1991 when I moved from Virginia to Maryland I contacted the MSP. I asked if I was required to register firearms upon moving into Maryland. The Trooper on the phone said that I could but that it was not required. I quickly hung up the phone.

He didn't need to register anything then. He can voluntarily give the state the serial number of 1 of them now and won't need the training class.
