If you're computer savvy enough to figure it out you can also use VideoLan Player to stream. Here's a guide to help.

The problem is...needing admin rights while at work, to install these plugins and downloads.

The issue I have is, I was able to watch the State of the State online at work; why should I have to jump through hoops to do the same for my day in, day out, legislative process?

Live button will pop up when the hearing goes live.

Spread the word to those of you who are there and NOT in the overflow rooms. You CAN LISTEN ON AN IPHONE.

I assume you can listen on other smart phones as well.

You should be able to open up THIS LINK in your mobile browser, and click on the "live" button that pops up next to the Judicial Proceedings committee.
