Just engrave "I will not comply!" on all of them. If room is limited, "Bite me!" will also work well.

Serial numbers are specific to manufacturers. You can have the same serial number on two different guns made by different manufacturers.

The solution is obvious: if this thing passes and people decide to comply, then every home built in MD should start their sequence with FJB001 and then FJB002 and so on depending on how many a resident completed. There would be thousands of home builts with the same serial number and all from different builders. FJB.

IF, OTOH, they mandate the MSP track individual serial numbers, what would be the cost and how much more staff would they need to employ to enter and track all the serial numbers to insure they were unique? If the MD Assembly mandates that the local FFL put on the number and track to make sure there are no duplicates it's the same issue - who will run that down? What if Hogan vetoes it and then they have to wait until next Fall to override? What if the MSP is flooded with the same serial number? How would they unwind that mess? What will our masters in Annapolis defund to pay for all of this?

The only obvious answer from their perspective is to ban them completely. Hello MSI lawsuit.

Last year's version of this had requirement to put manufacturer's name, city/state, caliber and serial number. So everyone could use FJB 001 or FMGA 001 or LET'S GO BRANDON for their first build's serial number and it would still be unique unless you aren't the only John Smith in your city.

California now requires home builders to apply to the state to obtain a serial number. You just can’t pick your own serial number there now.

Someone I knew once said that before they handed in a single firearm to the state they would hand them out on the streets of Baltimore City and let them wreak havoc

This is what I'm guessing MD will do, and in doing so, you'll have to pass a background check.
