    Does a stripped AR lower need FFL transfer and MD registration? Or MD registration after I assemble internals? I intend to assemble an SBR on a Colt M4 or other decent quality lower after NFA paper clears.

    Not sure I completely understand the question.

    Are you asking if a lower (stripped or completed) needs to go through an FFL?

    If ordered out of state, yes it does.

    If purchased in state, it either needs to be purchased from an FFL, or for a FTF transfer, you and the seller need to go to an MSP barracks and do the paperwork.

    If you are talking about an 80% lower that you have purchased, then no, there is no requirement to go through an FFL, and there is no requirement to register it with MSP after you complete it and assemble it.

    If you buy a stripped lower, there is no requirement to register it with MSP after you assemble it into a complete lower.

    Great - thanks. What I wanted to figure out is the point at which the lower becomes a firearm that must be registered. Trying to figure out if I was stuck with the 10/1 limit on buying lowers for non-HBAR builds, and it appears I am. :tdown:
