I would also recommend a Tikka CTR for a bone stock rifle. Also can't go wrong with the TAC A1 if you like the chassis, if you like more traditional stocks I would get the CTR or maybe the new UPR.
Nice thing about Tikka's is the strong aftermarket support.

Down side is the mags for the TAC, $95 ouch.

A Ruger Precision Rifle is another good choice. Sub MOA with factory match ammo, good aftermarket support and decent prices, especially for used.

this one. As stated, you plan to plink... Save some $ for the optic. I like Leupold but i own others. Ammo is available. Reloading it isn't a problem except for the lack of primers. You can probably this one for $1100.

You don’t need a $3000 rifle to get out to a grand and especially not under that distance. I had a stock savage 308 and a vortex 16x and have hit at a 1000. That setup was under $1200 before bipod and have since put aics bottom metal on.

Dan Newberry did it with a Savage in .270 and Bushnell fixed 4x scope. Both bought from Walmart.

Comes up are in full turns and clicks.

But not the easiest to use and dial.
