So if someone moves here with a home made pistol, it would be exempt from this because it isn't regulated? These laws make my head hurt...

What does "the intent to become a resident" mean? I've been here a few years but only for work and never have I intended to become a resident in such a socialist communist state.

Well that's kinda my point....
If I build one right now, I go through no paperwork, transfer, background check, etc. Therefore it can be argued that it is NOT regulated, although MGA and MSP might disagree.
However if someone builds one out of state and then moves here, they are supposed to register it, because all handguns are regulated? What do they register? Are they being forced to serialize their home builts and then register?
I'm trying to make logical sense out of something that I know had no logic applied when it was created and passed.

Except for 16”+ barrel handguns that don’t violate SB281 like that Heritage Rough Rider revolver with a 16” barrel. They’re a federally defined handgun but state defined rifle. They don’t require an HQL and apparently get run on the MSP pawn redemption portal as a “redemption of an other.”
I don’t think guns with barrels over 16+ are automatically rifles because the definition of a rifle includes intended to be shot from the shoulder.
The Rough Rider revolver is not designed to be shot from the shoulder.
I used a FFL to conduct the transfer while my friend went online and filled out my info as the transferror.

Herein lies the problem. Since you transferred the gun through an FFL, your friend should have checked the dealer sale box. With the FFL as the mediary, your friend is technically "buying" it from them, not you. The FFL keeps your info in his book. Now if you did the transfer at an MSP barracks, different story. But that toothpaste is already out of the tube........

They aren’t regulated firearms in terms of manufacture, they are regulated in terms of selling. You can not sell a homemade handgun in MD without going through the regulated firearms sale process.
Serial number is something you could probably try and push back on though for new residents, since there is no requirement to add one when made, only when sold.
Right, so where is the sale that regulates the handgun that someone brings in to the state? Are they trying to regulate sales in other states now?
