AWB94 had the Sunset built into the statute.

While there is no sunset provision in FSA 2013, it is currently being challenged in court at the fourth circuit and we are waiting for their decision

Martin O'Malley needed FSA 2013 to consolidate his "more liberal than thou" credentials in support of his bid for the Democratic presidential slot.
Since he lost abysmally, maybe the legislature will repeal it?

No Sunset Provision in FSA 2013 ( or the '94). They are perminent until either overturn or repeal.
Full disclosure: Only one provision out of the ever expanding mandala of screwedup-ness and general BS.
The legislative process leading up to its passing was illegal.
