I have some 9mm range pick up Norma brass. It is almost impossible to resize. I checked some of it with a case gauge. It passes even before being resized.
Is there something unusual about Norma brass?

"It is almost impossible to resize."

What does this mean? Cases are too hard to swage to size? Or too small to be swaged smaller by your die?

If the former, odd, as Norma rifle brass is somewhat softer than many others. If the latter, perhaps fired in a firearm with a small/tighter chamber? (Or as per Seabee.)

Not sure what the problem is. It could be I'm just not using enough force to resize these cases. I measured the interior diameter of two Norma cases at .351". Other 9mm brass I'm resizing measure .357"

thats odd. I don't know about 9 but their 38 spl appears to be thicker than normal
WW / RP headstamps. Have some very ol 70's Norma. Their Rifle brass is great from
    that same era..

The recent crop of "norma" 9mm ammo is made under the german firm RUAG. RUAG has ammo factories in several European countries -- Italy, Hungary, Germany, Bosnia-Herzegovina, and Switzerland, to name a few. RUAG owns the trade name norma, which it produces in Hungary, Germany, and Switzerland. Like other Swiss 9mm, RUAG's Swiss product has very small flashholes. That may be your problem. I have run both Hungarian and German "norma" through my carbide sizing die and they resized without a problem. Look inside every "norma" case, if the flashhole is remarkably small, don't try to resize it.
