    Ok, so now I have a question. I understand that you do not, per ATF, need a serial number to sell an 80 percent that you have built, but, does it need a serial number in order for you to buy it in the utopia of Maryland? How does the handgun roster come into play?

    No, no need for a serial number on a firearm to purchase in Maryland.

    You can't buy a pistol in MD that isn't on the roster. So if you wanted to sell your P80 build, it would have to go to a dealer who would send it to a partner out of state, or list it on Gunbroker.

    An unbuilt kit isn't a handgun, so no rules apply. You buy it and do your thing.

    Why does everyone automatically assume an 80% pistol build is a P80?
