This usually works as long as the bullet has some weight to it. It doesn't work too well when trying to pull 55 grainers though. I have a broken in half RCBS puller to show for it.
RCBS will replace anything, I just haven't found time to send it back and just keeping buying a new one when the old one breaks.
A good way to pull bullets without damaging them or breaking things can be done in a relatively simple way lacking elaborate tooling for the occasional mistake.
If you happen to have a lump of lead or hard chunk of leather just lay the bullet across it and tap around the neck with a soft faced hammer as you turn the case over.
Pull the bullet with your fingers once its loosened up.
