    I know it is also a mandate by some insurance carriers to get full coverage you must have it in place...

    The police agency that issues carry permits in Philly is the chief of police as there is no sheriffs department . Considering the mayor is a democrat who appoints the chief of police the ability to carry as a resident of Philadelphia is almost non-existent. But go outside the city and Philadelphia county it is 20 dollars and no questions asked after about a 3 day wait. Many will get their LCTF and some body armor then start taking out the trash.

    1. The office that issues LTCF in Philadelphia is the Chief of Police because State Law stipulates that in "Cities of the First Class" (more than 1 million residents) that's who does it.

    2. Philadelphia does indeed have a sheriff. Sheriff Jewel Williams

    3. PA is shall issue. If you qualify, Philadelphia has to issue. In fact, they issued 8881 licenses, in 2016 alone, according to the Pennsylvania State Police report (of a total of 330,565 issued state wide)

    4. Issue time around the state varies from "while you wait" to "up to the max time allowed by law". However, residents must apply in the county in which they live, and I doubt people will move just to get their license a little faster....

    From what I understand from the discussions of our 2A brothers up north:

    City of Phila makes up a lot of requirements beyond State Law .

    City of Phila makes extremely enthusiastic use of " suitable person of good character " to disapprove people for such things as " I don't like your haircut " and " I don't like your shirt " .

    City of Phila pays the same, or even less attention to statutory deadlines than MSP .

    If the whole point of the legislation truly was about the environment around these establishments where criminal activity is taking place, they could have drafted hefty fines for public urination and enforced existing laws to punish wrong-doers. Maybe even a finder's fee like metro crime stoppers for catching people who violate the ordinances and have to pay the fines. The lawmakers probably don't really care as usual and are making a show of it. Why target the plexiglass? Scare tactics? The problem isn't just the drugs. Prohibition didn't work. Plenty of people buy and use drugs and live in affluent neighborhoods. The problem is what is allowed to happen in other neighborhoods. The people who live there may have their hands tied as to how they can defend themselves. The cops may not follow procedure or violate someone's rights causing a technicality. Or the cops do their job and the prosecutors don't press the real charges and go for plea deals that are effectively slaps on the wrist.

    A couple of years ago it was the same Activists (racist) African American and Puerto Rican Council persons who were shutting down Chinese Food Take Outs claiming they promoted loitering and criminality. Only Chinese Food Take outs, Pizza was OK This started several years ago when Chinese and Vietnamese students at South Philadelphia High Schools got fed up with attacks and beatings by black thugs and whole Mixed Asian neighborhoods came out and kicked ass on the black thugs. Several Black Female Senior School System Administrators lost their jobs after Racist Outbursts against Asians, it's been an undeclared war since then. The Asian Councilman take the Asian side. It's also sort of an Asian Mafia that sell these businesses to new immigrants from Asia - Chinese, Vietnamese, and Koreans who get stuck trying to pay off the loans and so need to work long, long days. Part of the excessive loans that have to be paid off is an understanding that the Asian Mafias will provide protection to business owners. If you think Asians are all skinny wimps who are afraid of Blacks and Dominicans and Puerto Ricans think again. There is a street understanding that if you robbed or beat up one of these store owners some one is going to come looking for you. All in all be glad you are not part of it on either side.

    Philadelphia is why I oppose county based permitting. Legally they are shall issue, like all of PA, but they find ways to make it hard.
