    No, Federal SBR approval is contingent on meeting MD's minimum length. For MD applicants, the gun has to be legal in MD to be approved as an SBR.

    No. But if you put a vertical foregrip on it, it's considered an AOW.
    Im pretty confident that ATF will also stipulate anything less than 26 inch OAL will be considered an AOW even without a foregrip, after braces are ruled illegal. There is an ATF opinion letter from July 2019 suggesting this.

    If true.....in Maryland, removing the brace will still drive alot of people to a tax stamp for an AOW if you can't make 29 inch AOL.

    10.5 inch barrels are just beyond 29 inches with most popular stocks, ACS-L, B5, etc.

    ATF will not approve any Form ( 1, 20 , whatever ) unless everything is Legal in respective State . When ATF needs clarification on State Law , they inquire with relevant State authorities for clarification , and default err on side of caution .

    Translated for Maryland , ATF asks MSP LD for interpretation of illogical Maryland Laws , and accepts MSP answers as definitive .

    Rifle butt fully extended.

    Since you are a Md resident, you are only governed by Md NFA laws(as well as Federal law) while in Md. Other states carry their own versions of NFA statutes which ATFE also applies that given state's version.

    If things do go bad hopefully the new demand for SBRs spurs development of a fold to side collapsing stock with very long length of pull.

    Folder is an evil feature, so no flash hider (or suppressor) can be used.

    One option would be a 3d printed AR receiver that has something like an integral BetterMag, which is a device that lets you use 15-22 mags in a normal AR15 receiver with your 22lr conversion kit. With that fused into the magazine well, there would be no way to use a centerfire magazine so it would be exempt from MD's 29" rule.

    You can do a .22 AR that is shorter than 29".

    But if you put a center fire upper on it that is shorter than 29" you have committed a felony.
