    Any long gun sold out of state must got through an FFL.

    You could drive to the out of state FFL and do the transfer in person, but must use an FFL

    OR , a private individual may ship directly to an FFL . But check first, because not all FFL will care to accept shipments from private individual . ( But most will accept from private individual , in person, at their place of business .)

    So basically, it has to hit an FFL somewhere, either here or there, depending on whether or not their FFL will accept from private party. If not, that means both ends unless I deliver.

    Guess it's best to just pay the 40 and have it on both books on both ends, in and out...

    Or unless the buyer comes to you . Or you and buyer arrange to meet at FFL midway between you .

    All depends on your personal outlook on $40 plus actual shipping vs travel expenses vs whether or not said travel would multi task as an enjoyable road trip for its own sake .
