    On YT they pop right off. I can pull back the lock ring but the top doesn't budge.

    Look at where the hand guard locks into the front sight post. It sounds like the front of the hand guard isn’t seated properly. If it isn’t seated properly up front you won’t be able to remove the top because there isn’t enough clearance. But without looking at it this is just a guess.
