Maybe I have Maryland Gun Owner Syndrome, but wouldn’t #4 still have to be an HBAR if in 5.56?

Don't think so. I still have a stripped lower that I bought in 2012 and I believe I can build it with a non-HBAR upper any time I want to. The scenerio in #4 is no different, to me.

Receiver was owned before October 2013 so it does not have to be HBAR.

Isn't this correct? Especially if the barrel was purchased contemporaneously?

I imagine there are previous threads discussing how the use of intentionaly obtuse and vague language in the letter of the law is done in a way that makes it nearly impossible to understand.

Not a happy part of being a Marylander.

Is your friend hypothetically named Brian?

I'd like to help, but your friend, hypothetically named Brian, should seek the advice of a 2A lawyer. Otherwise, the value of the information he receives here will be worth exactly what he paid for.

    IANAL, even hypothetically speaking.

    Doesn’t need a lawyer, it’s perfectly legal
