    "Limited right"?

I've read Heller a few times. I don't remember reading a "limited right". I remember reading that there is no such thing as tiered constitutional rights, but never that the 2A was limited. Also, courts gave examples of "preemptively lawful" laws. None of those, to my knowledge, have had any serious challenge.
