    Doesn't the law say that unless you are disapproved you can get your regulated firearm 7 days after submission of the 77R, whether or not you (and the FFL) have gotten electronic notification of "not disapproved"?
    I kind of assumed that when one electronically submitted the 77R, that some cyber counter was set and the system automatically sent a not disapproved on the 7th day unless the applicant was disapproved.

    Back before the online 77R and the paper forms, dealers could transfer. But even then some dealers would not "risk" their Regulated Dealers license by transferring without a disposition.

    I have not seen a case yet, but I am pretty sure the portal will not allow a transfer without a "not disapproved" disposition.

    Now that the e-mail detailing the not disapproved status pops up at 0600 in the morning, it could be an automated counter and sends it without anyone ever pushing a button.
