What is the legal status in Maryland for a) flare guns and b) inserts that make it possible to fire shotgun shells or even handgun rounds from a flare gun? Can they be bought? Can they be sold? Can they even be owned?

Yes, flare guns otherwise known as signal guns can be purchased from internet sellers through the mail, or cash and carry at gun shows.
The single-shot inserts can be purchased in the same manner, from internet sources or at a show.
DO NOT purchase the signal gun and inserts from the same seller because of the risk you will be charged with buying an complete, unlicensed handgun.
After obtaining the signal gun and inserts separately, you may combine them for your own use.
Never attempt to shoot any shotgun shell from
a signal gun insert EXCEPT a .410 shell, using a .45 Long Colt insert. The insert must be marked for both.
You MAY NOT sell the signal gun and inserts to a single buyer later on because, again, you would be selling a completed handgun.
You can sell the items separately as long as you take steps to assure it is TWO different buyers.
Signal guns are considered guns in MD, with the same transport restrictions.
All the above applies to steel or aluminum signal guns. Stay away from the orange plastic marine flare guns.
