Presuming no legal impediments, can you ship via Registered Mail?
It's slow, but, theoretically, the safest method of physical conveyance since the package is kept under lock 'n' key at all times and every postal employee that touches it must sign it in/out. So, unlike other shipping options, any "funny stuff" can easily be traced to the last person that handled the package. I used to ship Rolex watches that way and never had a problem.
