Open Microsoft Paint. Open the file you want to edit, while in Paint (under Window's Accessories when searching programs). Select "resize" and reduce to 90% (by entering the number "90" in the Horizontal block, which will auto enter 90 in the vertical block) as many times as you need to, until MDS Classifieds accepts it.

Save the file under a new name.

You could reduce the guesswork by looking at the newly saved file's properties size in the file's folder.

to add on to that you can click the 'pixels' button and set the largest width or height it calls for in the classifieds. Make sure to keep the Maintain aspect ratio box checked so it does not skew your photo.

I use an app called photo resizer on my phone. Im not a tech savvy person and its really simple to use.

Usually that capability is built in, but you may have to search for it.

On my rather old Android, you can open a pic in the gallery (the photo app that came preinstalled)... touch the screen and select the 3 dots in the upper right to open the menu; choose 'edit', a toolbar will appear at the bottom, choose 'adjustment' then choose 'resize' and adjust to the desired size.

Something like 800x600 should be an ok compromise between small enough size and still capturing plenty of detail.
