If Hogan's veto of these bills that passed the MGA in 2020 is overridden in the 2021 session does the law become effective immediately upon override or does it get a new effective date in 2021?
I believe it goes into effect as soon as the veto is overridden.

Sensible advice, but if you and the buyer both have an FFL-03, you are exempt from the bill for sales of C&R long guns.
Year doesn't matter.
So the effective date of the bill when it was passed by both houses was Oct. 1, 2020. Under Article II Cl. 17 of the MD constitution, a veto that is overridden means that the bill goes into effect in 30 days or the date the bill was originally set to go into effect, whichever is later. If the House overrides on Thursday (duh), HB 4 will go into effect after 30 days, as that date is later than Oct. 1, 2020.
