Which state? I grew up in Michigan and they did the same thing. I left in 77, I think they stopped the practice in the mid 80’s.
Nope, that was a US law. And it only applied to handgun ammo.
Although, a dealer might decide to have a policy to log ALL ammo sales, just to make sure.
I remember when ammunition sales had to be logged in...not sure about .22 rimfire...that might have been exempt.

If you said handgun, they had to log.
So I only bought .22 rifle ammo.
