    Gary, although an applicant must appear in person to pick up their license, one may still apply via the U.S. Mail.

    If they're busy and can't complete the process on the spot then you are merely dropping it off and leaving. No sense driving there for that. I've tried at least twice and they were too busy to process. We went in 2 days when we got the letter in the mail that everything was OK and that's when they took the pic and produced the card (and took our $20 :D ).

    I looked at York County's web site, they're no longer processing non-resident permits. Has that changed back again?


    Not sure where you are looking, I just checked and it's clear as day that they are doing non res apps.


    They did update their info to say that most permits are processed in a week. :D
