    I am a resident of PA. I am aware of MD's HBAR requirement to newer ARs. My question is as a PA resident, am I allowed to travel to MD with non-
    HBARs for target shooting in legally designated State Park ranges or is this a no-no?

    As long as you don't intend to sell, loan or otherwise transfer the AR to someone within the state you should be good to go. I have a pencil barrel CAR-15A2 from the '80s and it's good to go as far as possessing. It's the transfer to another that will get you in trouble.

    I'm thinking you'd need to have owned it pre 10/1/13 to be completely good to go. Although I don't know how or why that would ever come up???

    It does not matter MD residence or non-resident.

    You may NOT possess a post 9/30/13 non-HBAR AR in Maryland.

    You may NOT bring one into the state to shoot and leave.

    This was one of the issues brought up during the testimony on the FSA 2013, in that it would limit shooters coming to matches. Legislature did not care.
