I would imagine it's a home defense rifle, set up to shoot close range so the height over bore isn't too much of an issue if it is dialed in for the short range intended for. Just a guess.

50 yard zero and learn/practice at close range to learn your sight over bore. This especially applies to a high RDS, to the 1.93 and 2.91 mounts.
