If you have a Md permit, legally, you can go to any sheriff in Pa to get your Pa LTCF. However, not all sheriffs actually follow the law and issue to non-residents. Your best bet it to check the website and/or call the office of sheriffs close to you, until you find one that will actually do his/her job and issue to you. Last I heard, the Centre County sheriff issued to non residents, but you can probably find one close to the Md line that will, as well.

I went through the York County Sheriffs office. First print out the application from their website site, fill it out with necessary info. and mail in. Mine took less then a week and a drive up to York. Be prepared to hear some great jokes about the Md. laws and permits.

York or Lancaster will work for you. You may or may not be able to walk out with it in one visit in York. I've heard that Lancaster doesn't do it in one visit anymore.

Cenre County used to be the go-to choice, because it was cheap and mail-in. That's all been changed since you need a photo taken by them. The Delaware guys used to use Lancaster County because it was a one-visit thing, but now they make you come back at a later date to pick up the card. I think it's around a 2 week wait now.
