Technically, MSP issues Handgun Permits, with a caveat that the firearms remain concealed.

To date, the number of reported arrests of permit holders is less than 10 over the past few decades.

Last I saw was about 170,000 Permits not sure if that is correct. If any were used for evil we would have known about it instantly.
