It's worse than just denying somebody...

In looking into this, it was discovered that Delaware was apparently keeping an illegal gun owner registry...

Does Maryland have a registry of gun owners?
Registry...no, but there is a recordation of sale of regulated firearms so they have a good idea who owns handguns and regulated rifles bought after the early 90s. They can't really prove it though and there are also a lot of handgun and regulated rifle owners in MD they have no idea exist.

In light of the interrogation of one AR-15 owner during the beltway sniper attacks, and the recent midnight raid conducted against a gun owner who made a perfectly legal ammunition purchase that "raised a flag", it would appear that someone working in the Maryland government is, in fact, keeping a database of gun purchases; in effect a registry.

The AR15 he bought was recorded as a sale at teh MDSP. There is a recordation of sale by law in MD code, but it is not a gun registry because there are a number of ways to no longer own or even to transfer without the state knowing. If the AR-15 owner told them to go take a hike when they came to his door, there is nothing they could have done because they cannot prove he still owned it at that point.
