What would I have to do to sell my Maryland registered handgun to a wv resident?

Go to a WV FFL and complete the transaction there. Call ahead some gun shops won't accept transfers from a private person but it MUST go through an FFL*.



*Unless it is a bonafide C&R gun being sold to an FFL03 holder.

Your WV friend has to take possession from a WV FFL.
The WV FFL may or may not accept a firearm shipment from an individual. It might be more likely if you and your friend showed up at his local WV LGS

or A MD FFL ships it to the WV FFL
