You have to be careful. Many vendors will refuse if your credit card billing address is in Maryland because that comes very close to doing mag business (or at least part of the transaction) in MD.

But I’ve had, uh, gift mags shipped to my good friends in VA and WV without misadventure. SIG will even do that, no fuss. You have to check with the retailer in question. Or, go to the big gun show just across the river in Chantilly, or any shop in PA, VA, WV and just take them home with you, which is completely kosher.
For those venders (such as Brownells) that won't ship standard capacity mags to a shipping address different than the billing address or won't ship them to a different state if you have a MD billing address on your credit card, you can use a prepaid VISA gift card. I've had 100% success with this.

Magazine Warehouse routinely sends magazines to my brother in PA. I gift them to him and they have no problem with me having a Maryland address.
I might send stuff to a friend in VA I visit regularly. Never a problem.
