Most FFLs have been doing this all along. Why is this a new thing? Are they just making sure everyone knows again? The FFL will either only accept 10 round mags to be shipped in, no mags, or they will block the mags that came with the gun. This how all of my dealing have been in MD, mostly...
Because every once in a while the MSP feels the need to mark it's territory. They can pound sand

Does this affect local shops who pin magazines for customers?
I think if it’s a true ‘magazine pinning artisan’ this letter shouldn’t put them out of business. (At least if they built up a good niche market for pinning, etc.)

Seriously though, if the business is doing a thorough and difficult to switchback job of modifying the magazine, that appears to still be ok. If they do a job where the mod ‘breaks’ easily back into a regular mag then they’ll probably need to not do that anymore.

What would be best is if SCOTUS takes up Bianchi, which IIRC not only addresses AWB but ALSO addresses the hicap mag b.s., then all this crap goes away

Good point. The rebuild kits were a loophole that they seem to be closing. The wooden dowel kind of is too. But popping the base plate off isn't that easy and requires some kind of tool so not really readily reversible. More like mostly kind of readily reversible.
    Say nothing, Hear nothing.

As far as I'm concerned parts kits are only illegal for MD FFL's to offer.
