If you are talking about the elevation slide there is a screw and a spring (more like a bent piece of sheet metal) that work together.

The spring could be bent or the screw could be loose. Numrich had replacements for both. If the windage is loose that's a little more complicated (it has a set screw, spring and miniscule plunger)

The green arrow is the set screw for the windage knob, the red is for the sight base (may not be there in later models) the sight base is usually heavily staked as well. The sight base is probably not your problem, but that's the only picture I could find.

The unlabeled screw holds the slide and the tensioner is under that.

if it's tight and the slide still moves up and down easily take a look at the thin metal piece. It has a notch that rides in the serations. Is that reversed or bent so it isn't engaging the teeth of the elevation scale?

It's the only thing that holds the aperature slide in place.
