She's not planning to use the bike for exercise as much as to tool around the neighborhood with her daughter. Even so, I'll get her to ask about the proper seat height. Looks like we'll be going to the shop on Wednesday.
We found a local guy who is doing the work for relative peanuts. Not fast, but he comes highly recommended.
I've taught new riders and many like to be able to put their feet on the ground when they stop the bike. It should only be until they get accustom to balancing the bike. Hills and the kind of aerobic activity that you need to raise your heart rate should be avoided from that low a position. It is horribly bad for the knees.
Ideally the leg should be almost fully extended. At that height the toes barely touch the ground, but full use can be applied for maximum use of the whole leg with very little stress on the knee...in fact cycling is recommended for better recovery of some knee injuries. So, the low height will be the test bike or the tooling around bike, but real exercise can not really be obtained.
