Can anyone buy a Handgun in CA today?

It's Jan 5, 2010. Doesn't CA law say that all new semi-automatic handguns sold in the state require microstamping? I haven't seen anything on microstamping for a wile now.

Imagine if it went into effect post McDonald (assuming a favorable ruleing).

No one would be able to buy a gun, you'd have an effective perfect repeat of Heller to attack state gun laws.
