    A may-issue law found unconstitutional by the 7th would not hurt our chances for cert before the SCOTUS, but it would be justice delayed for IL residents...

    Read the ruling in Moore carefully. Posner as much as told IL that a regulatory scheme like those in MD or NY, which he cited in the specific, would pass muster before the 7th.

    Madigan is exceedingly unlikely to petition Moore for cert. If/when IL changes its regulatory scheme to resemble those in MD and NY, then Moore devolves to the same stance that failed to garner cert in Kachalsky and will arguably fail to garner cert in Woollard.

    Kachalsky and Woollard are indistinguishable from one another in principle, which is why the denial troubles me. If they didn't see merit in the argument originating in NY, they aren't likely to see merit in the same argument originating from MD.

    It seems that IL may get concealed carry but it probably be much like MD and NY.

    It won't be. In order to get a NY-style law, the IL legislature has to pass something. Remember they fell just short last year of passing shall-issue? The downstaters were pissed at Chicago's game playing and will not agree to may-issue. What looks like may happen is they try to run out the clock and allow the carry law to run out as well. They(Chicago and certain suburbs/urban areas) will then try and pass all sorts of weird local ordinances, causing a difficult time for anyone who travels around those areas of the state.
    Madigan should also know SCOTUS declining to take a case doesn't mean they agree with the result.
