It is a Curio and Relics Federal Firearms License. It allows you to buy C&R long guns and C&R handguns accross state lines and because you can buy the C&R handguns in or from other states you can avoid the MD regulated firearms bull.
It only costs you $30 for three years and it has some other benefits too.
